Welcome to the North Carolina Army National Guard ID Card facility homepage. Before making an appointment, please read through all information to avoid any disruptions or rescheduling of appointments. **It is your responsibility to bring proper required documentation, failure to do so will result in a rescheduled appointment.** All North Carolina National Guard ID Card facilities are appointment only, we do not take walk in’s (pin reset/adding newborn are exceptions). Customers can use the online scheduler or call the office to cancel or reschedule an appointment. If you arrive more than 10 minutes late for your appointment, you will need to reschedule.

As a reminder! All ARNG online appointment scheduling is only open 30-60 days in advance.

You must schedule an appointment for each person needing an ID card. If you need an ID card and multiple updates to the record, then you will need to schedule two appointments.

For example: Removing and adding a new spouse to your record will require two appointments.

Eligibility Requirements, 100% Disabled American Veteran must have all of the following in hand at the time of the appointment:

  1. Letter from Department of Veteran Affairs showing member as an honorably discharged veteran rated as 100% service connected
  2. Commissary Letter -Authorizing commissary store and exchange privileges: Please call 1-800-827-1000 for assistance receiving this letter.
  3. DD214 (MEMBER 2 OR MEMBER 4 COPIES ONLY)
  4. Social Security Card
  5. Valid Photo ID

If the service member was a reservist in any branch, they will need their separation/discharge order showing the proper rank dates and honorable discharge code.

20-Year Retirement

AGR Retirees: Retirement Orders placing you on the retired list.  

National Guard Retirees: Orders/letter transferring you to the

Retired Reserve: If Medicare eligible, must present Medicare card.  **Discharge must be completed in IPPS-A prior to coming in to the ID Card Office**   

Age 60 Retirement

Age 60 retired orders. Retirement packet must be submitted by the retiree to the appropriate Command/Project Office in order to receive the retirement orders from them. 

Temporary Disability Retirement

Federal orders being placed on the temporary disability ret list.

Permanent Disability Retirement

Federal orders being placed on the permanent disability ret list.

Army National Guard Only: We no longer do initial retirements for other branches in DEERS (We will issue you a card if DEERS is already updated). Contact your respective Project Office below to get DEERS updated.

Sponsor turning 65?

If you are turning 65 and will be eligible for Tricare For Life, bring your Medicare Card within 2 weeks of your current card expiration date along with two forms of unexpired ID.

Dependent turning 65?

If you are a dependent spouse, you are also required to have your sponsor with you or a notarized DD 1172/DEERS Power of Attorney. You must be exactly age 65 or over to get the Tricare for Life to be indefinite.

DD FORM 1172-2 Options (Without the Sponsor being Present)

  • Sponsor can sign it in an ID Card Facility and have it put in the system ahead of time
  • Must have a valid DEERS power of attorney (required for initial adds or see Adding/Nominating Family Members Online below)
  • Sponsor can print form out, fill it out, sign it, and get it notarized and bring in office!
  • Sponsor can fill out the form online (must be a replacement card, not initial) https://www.dmdc.osd.mil/self_service 

**Sponsor is more than welcome to come in with dependents to fill out the form**

**DD Form 1172-2 is good for 90 days after being signed by Sponsor for the dependent to get an ID card, If the 90 day period has passed please have another DD Form 1172-2 Filled Out and Resigned**

Adding Family Members, Newborn (60 Days old or less)

Birth certificate and social security card.  Hospital verification of facts will no longer suffice in place of a birth certificate to add a newborn. *If parents are not married, see illegitimate child section below*

**For all initial adds to the sponsor's DEERS record (for all dependents), the sponsor needs to be present with you or you must bring the DEERS power of attorney with all other documentation**

Adding Family Members, Child (61 days old or more)

Birth certificate and social security card. *If parents are not married, see illegitimate child section below*

Adding Family Members, Illegitimate Child

Birth certificate, social security card, and one of the following if the sponsor is a male: Approved Dependency Determination, court order establishing paternity, or Affidavit of Parentage for Child Born out of Wedlock. Hospital verification of facts will suffice in place of a birth certificate to add a newborn (60 days old or less). 

Adding Family Members, Child Born Overseas

FS 240 (Consular Report of Birth Abroad) or DS Form 1350 (Certification of Report of Birth) and social security card.

Adding Family Members, Step Children

Marriage Certificate/License (no gold stamp or seal), birth certificate and social security card.

Adding Family Members,  Adopted Children

Final Adoption Decree or documentation from authorized placement agency under the Department of Human Services, new birth certificate and social security card.

Adding Family Members, Spouse

Official Marriage Certificate/License, birth certificate, social security card, photo ID issued by state or local government. If your spouse is a foreign national, official marriage certificate, valid passport, and birth certificate will need to include a certified translation into English.  Foreign spouses without a social security card will only get issued (3) 90 day ID cards, time enough to apply for and receive a social security card.

Adding/Nominating Family Members Online

Sponsors with a Military CAC or DS Logon can go to the following website https://www.dmdc.osd.mil/self_service to add/nominate their dependents in DEERS, submit a DD Form 1172-2, and to print off a form to verify dependents.  After adding/nominating dependents ONLINE, the appropriate documentation NEEDS be brought to the ID card facility to complete the process WITH AN APPOINTMENT. 

Removing Family Members

Spouse: Divorce decree stamped, signed and dated by the judge OR Death Certificate

Stepchild:  Will be removed when spouse is removed (see Spouse above), Military enlistment of stepchild, Marriage Certificate of stepchild, Death Certificate of stepchild, Adoption Decree of stepchild (adopted by someone else)

Child:  Death Certificate of child, Marriage Certificate of child, Military Enlistment of child; Adoption Decree of child (adopted by someone else)

Dependency Packets, Incapacitated Child Over 21 (DD Form 137-5)

Dependency determination approval letter, 2 forms of unexpired ID (one has to be a photo), and a medical sufficiency statement within 90 days (memorandum from doctor). 

Dependency Packets, Parent/Parent In Law (DD Form 137-3)

Parent: Dependency determination approval, photo ID, SS card, birth certificate and birth certificate of sponsor.

Parent-in-law: Dependency determination approval, photo ID, SS card, birth certificate, birth certificate of Sponsor’s spouse and marriage certificate/license of sponsor and spouse.

Dependency Packets, Ward (DD Form 137-7)

Dependency determination approval, court order granting custody to the Sponsor, birth certificate, social security card, and photo ID if over 18 years of age.  The court order must stipulate that the child will be in the care and custody of the Sponsor for no less than twelve (12) consecutive months.

Army National Guard ADOS/AGR: Get with your unit, make sure the orders are in iPERMS and the IPPS-A transactions are done.  Submit an IPPS-A CRM ticket if you have DEERS issues.

Other National Guard and Reserve branches:  As an Army National Guard facility, we cannot upload your orders or complete your transactions.  When you arrive at our office, the orders have to already be reflected in the DEERS system.  If you are having issues, the contact numbers are below:

Address Updates

To update your contact info via the web for DEERS, use the following website:  https://milconnect.dmdc.osd.mil/milconnect/ OR call (800)538-9552 OR go to your local ID card facility.  NCARNG SMs need to make sure your unit has changed your address in IPPS-A before going to an ID card facility to get it changed in DEERS.

Dress and Appearance for Military Personnel

Active Duty, Reserve, National Guard, ETC will need to be within the "Regulation Standards" for ID issue, (Clean shaven, hair, make-up, jewelry).  Shaving profiles and Religious exemptions must be in hand (no cell phone) and unexpired.

CAC Reset:  Invalid PIN/Blocked/Locked Only

No appointment is needed for a CAC reset only if you received an error stating you have been "Blocked" or ":Locked" or you have an "Invalid PIN".

If the error you are seeing states “ Account Locked” that is not a pin reset. Please contact the G6 Help Desk.

Eligibility Requirements, Full Time Students

21-23: Must be attending an accredited institution, Sponsor must be providing over 50% support, two valid unexpired forms of identification and letter from Student Registrar’s Office or National Clearing House stating you are enrolled full time in an accredited college in pursuit of an Associate's Degree or higher, current dates of enrollment and expected date of graduation.

Tricare Young Adult

Ages 21-26:  Not enrolled as a full time student.  Must call Tricare to enroll in Tricare Young Adult (TYA). After enrollment date begins, two unexpired IDs and Sponsor present or DD1172-2/DEERS Power of Attorney

Name Changes

Active Service Member: Name change transaction in IPPS-A with unit has to be done first, then bring Marriage Certificate, Divorce Decree or Court order/State certification to a DEERS ID card facility (NCARNG Members only).

DAV/Retiree/Dependent Spouse: Marriage Cert/License, Divorce Decree, Court order/State certification and social security card.

Dependent Child: New Birth Cert and Court order/State certification and social security card.

VA Card

We do not make Veteran ID Cards (VIC) at any National Guard DEERS locations. Please visit VA.GOV for more information regarding that type of ID. 

Lost/Stolen ID Cards (All CAC ID holders)

Military Members: A signed counseling statement or memo is required from your unit Chain of Command and two unexpired IDs.  A police report will also suffice as long as CAC is listed among the things stolen.

Civilian Personnel/ Contractors: A signed memo from your Supervisor and two unexpired IDs.  A police report will also suffice as long as CAC is listed among the things stolen.

DOD Contractors CAC

All data must be previously inputted and verified through the Contractor Verification System (CVS) or TASS. If going overseas, a Letter of Authorization (LOA) is required. Must have two (2) valid, unexpired forms of identification. Renewal done within 90 days of expiration.

  • *If student falls below full-time status, the ID card must be turned in to a local DEERS office.
  • *Only newborns and foreign nationals can be enrolled without a SS Card. The SS Card must be provided once received to continue receiving medical benefits.
  • *All foreign documents must have an Apostille and English translation. Please contact the Department of Foreign Ministry Affairs in the country of issuance or google "Apostille certification & country" to obtain guidance.
  • *You do not lose any medical or any benefits if the ID card is expired*

What documents do I need to bring to my appointment?

Two valid, expired forms of identification are required to receive any ID Card if 18 or older. All documents must be original. We cannot pull any documents from service members IPERMS.  For specific documentation requirements please click on the TAB that best fits your needs.

Is my appointment confirmed?

An email confirmation was sent to the email given when the appointment was made.

Do you make VA Cards?

No, we only make USID’s and CAC’s at all North Carolina Army National Guard sites. Please see General Info tab for more information.

Does my spouse need to be there?

If your spouse is the sponsor of the record, they can either be present at the appointment or sign an 1172 prior to the appointment with an ID facility. They can also CAC sign and email to our inbox, or sign and notarize the 1172 and the dependent can bring the document in hand to the appointment.

Do I have to make multiple appointments?

Yes if you have multiple transactions or updates being done to your record. For example: If you and your dependent are both in need of an ID and you also are adding a child dependent, you will need 3 appointments.

How old do our kids need to be to get an ID?

Duel Status is any age as well as Single parents. At age 10 your child may receive an ID.

Can you enroll me into Tricare?

No, our office does not enroll you into Tricare. Please call Tricare for any questions regarding your benefits and enrollment, 1-800-444-5445.

What does my dependent child need if they are a full time student?

21-23 years old: Must be attending an accredited institution, Sponsor must be providing over 50% support, two valid unexpired forms of identification and letter from Student Registrar’s Office or National Clearing House.

Why can I not see an appointment 4 months from now?

All ARNG online ID Card appointments scheduling is only open 30-60 days in advance.

Why are there no appointments available?

If you do not see ANY blue or grey ovals and the month is blank that month has NOT been opened yet.

I lost my CAC what can I do?

Service Members need DA 4856 signed by COC along with two forms of valid unexpired IDs.

Contractors will need a signed memorandum from supervisor as well as two forms of valid unexpired IDs.

A police report will also suffice as long as CAC is listed among the things stolen.

My card says I’m “Blocked”, what can I do?

A “blocked” error requires the pin to be reset. You can visit any NG DEERS facility as a walk in appointment to fix this. We cannot do this via phone or email.

My card says Account Locked, what can I do?

If the error you are seeing states “ Account Locked” that is not a pin reset. Please contact the G6 Help Desk.

Do I lose medical coverage if my card is expired?

No. If the USID/CAC is expired your Tricare insurance/benefits do not expire. If your USID/CAC is expired, they will confiscate the card at any installation or active-duty base at the guard gate.

What is AG HQ, Deployable 1 and 449th AVN GP Raleigh mean?

AG HQ, Deployable 1 and 449th are the names of DEERS/RAPIDS machines that located at our 1636 Gold Star Dr Raleigh location. We have three sites available at this location.

Sponsor Unwilling to Sign the DD Form 1172-2

If the Sponsor is unwilling to sign the DD Form 1172-2 for a dependent, the dependent can come in the ID card facility and receive a 30 day temporary card which gives us time to mail out the needed forms to contact the Sponsor and for them to respond.  After the 30 days is up and the Sponsor has not provided documentation as to why the dependent cannot receive an ID card, the dependent will then receive the normal dependent ID card.  Two valid forms of unexpired ID are required for all dependents 18 and older.  This does not apply to full time students ages 21-23.  Note:  Need the Sponsor's SSN or DOD ID number to start the process.

Power of Attorney

If your Military Sponsor is unable to accompany you to your visit, a valid "DEERS" Power of Attorney will allow you to conduct DEERS/ID business on your sponsor's behalf. Must specify DEERS business. A Power of Attorney is required for initial adds to the Sponsor’s DEERS without them being present unless they are nominated in ID card office online (see Adding/Nominating Family Members Online below)

Dependents

Address Updates

To update your contact info via the web for DEERS, use the following website:  https://milconnect.dmdc.osd.mil/milconnect/ OR call (800)538-9552 OR go to your local ID card facility.  NCARNG SMs need to make sure your unit has changed your address in IPPS-A before going to an ID card facility to get it changed in DEERS.

General Information

Proof of identity is mandatory for all types of military ID Cards

Two (2) valid, unexpired forms of identification must be presented to receive any ID card if 18 or older.  You can NOT use your expired USID or Military CAC as a secondary form of ID.  Refer to the DOD List of Acceptable Documents.  All documents must be originals or they must be official certified copies.

Dress and Appearance for Military Personnel

Active Duty, Reserve, National Guard, ETC will need to be within the "Regulation Standards" for ID issue, (Clean shaven, hair, make-up, jewelry).  Shaving profiles and Religious exemptions must be in hand (no cell phone) and unexpired.

CAC Reset:  Invalid PIN/Blocked/Locked Only

No appointment is needed for a CAC reset only if you received an error stating you have been "Blocked" or ":Locked" or you have an "Invalid PIN".

If the error you are seeing states “ Account Locked” that is not a pin reset. Please contact the G6 Help Desk.

Eligibility Requirements, Full Time Students

21-23: Must be attending an accredited institution, Sponsor must be providing over 50% support, two valid unexpired forms of identification and letter from Student Registrar’s Office or National Clearing House stating you are enrolled full time in an accredited college in pursuit of an Associate's Degree or higher, current dates of enrollment and expected date of graduation.

Tricare Young Adult

Ages 21-26:  Not enrolled as a full time student.  Must call Tricare to enroll in Tricare Young Adult (TYA). After enrollment date begins, two unexpired IDs and Sponsor present or DD1172-2/DEERS Power of Attorney

Name Changes

Active Service Member: Name change transaction in IPPS-A with unit has to be done first, then bring Marriage Certificate, Divorce Decree or Court order/State certification to a DEERS ID card facility (NCARNG Members only).

DAV/Retiree/Dependent Spouse: Marriage Cert/License, Divorce Decree, Court order/State certification and social security card.

Dependent Child: New Birth Cert and Court order/State certification and social security card.

VA Card

We do not make Veteran ID Cards (VIC) at any National Guard DEERS locations. Please visit VA.GOV for more information regarding that type of ID. 

Lost/Stolen ID Cards (All CAC ID holders)

Military Members: A signed counseling statement or memo is required from your unit Chain of Command and two unexpired IDs.  A police report will also suffice as long as CAC is listed among the things stolen.

Civilian Personnel/ Contractors: A signed memo from your Supervisor and two unexpired IDs.  A police report will also suffice as long as CAC is listed among the things stolen.

DOD Contractors CAC

All data must be previously inputted and verified through the Contractor Verification System (CVS) or TASS. If going overseas, a Letter of Authorization (LOA) is required. Must have two (2) valid, unexpired forms of identification. Renewal done within 90 days of expiration.

  • *If student falls below full-time status, the ID card must be turned in to a local DEERS office.
  • *Only newborns and foreign nationals can be enrolled without a SS Card. The SS Card must be provided once received to continue receiving medical benefits.
  • *All foreign documents must have an Apostille and English translation. Please contact the Department of Foreign Ministry Affairs in the country of issuance or google "Apostille certification & country" to obtain guidance.
  • *You do not lose any medical or any benefits if the ID card is expired*

Q & A

What documents do I need to bring to my appointment?

Two valid, expired forms of identification are required to receive any ID Card if 18 or older. All documents must be original. We cannot pull any documents from service members IPERMS.  For specific documentation requirements please click on the TAB that best fits your needs.

Is my appointment confirmed?

An email confirmation was sent to the email given when the appointment was made.

Do you make VA Cards?

No, we only make USID’s and CAC’s at all North Carolina Army National Guard sites. Please see General Info tab for more information.

Does my spouse need to be there?

If your spouse is the sponsor of the record, they can either be present at the appointment or sign an 1172 prior to the appointment with an ID facility. They can also CAC sign and email to our inbox, or sign and notarize the 1172 and the dependent can bring the document in hand to the appointment.

Do I have to make multiple appointments?

Yes if you have multiple transactions or updates being done to your record. For example: If you and your dependent are both in need of an ID and you also are adding a child dependent, you will need 3 appointments.

How old do our kids need to be to get an ID?

Duel Status is any age as well as Single parents. At age 10 your child may receive an ID.

Can you enroll me into Tricare?

No, our office does not enroll you into Tricare. Please call Tricare for any questions regarding your benefits and enrollment, 1-800-444-5445.

What does my dependent child need if they are a full time student?

This form can be emailed to our DEERS office with a SIGNED 1172 prior to the appointment as long as the sponsor is the sending the documentation.

Why can I not see an appointment 4 months from now?

All ARNG online ID Card appointments scheduling is only open 30-60 days in advance.

Why are there no appointments available?

If you do not see ANY blue or grey ovals and the month is blank that month has NOT been opened yet.

I lost my CAC what can I do?

Service Members need DA 4856 signed by COC along with two forms of valid unexpired IDs.

Contractors will need a signed memorandum from supervisor as well as two forms of valid unexpired IDs.

A police report will also suffice as long as CAC is listed among the things stolen.

My card says I’m “Blocked”, what can I do?

A “blocked” error requires the pin to be reset. You can visit any NG DEERS facility as a walk in appointment to fix this. We cannot do this via phone or email.

My card says Account Locked, what can I do?

If the error you are seeing states “ Account Locked” that is not a pin reset. Please contact the G6 Help Desk.

Do I lose medical coverage if my card is expired?

No. If the USID/CAC is expired your Tricare insurance/benefits do not expire. If your USID/CAC is expired, they will confiscate the card at any installation or active-duty base at the guard gate.

What is AG HQ, Deployable 1 and 449th AVN GP Raleigh mean?

AG HQ, Deployable 1 and 449th are the names of DEERS/RAPIDS machines that located at our 1636 Gold Star Dr Raleigh location. We have three sites available at this location.
